This position is located within the Fleet and Family Readiness Service Center Division and serves as the Project Manager for Commander, Navy Region Northwest (CNRNW) Fleet and Family Readiness (FFR) Programs. This position coordinates work with Naval Facility Engineer Command, Northwest action officers and FFR programs located on Navy Region Northwest installations and frequently interfaces with CNIC N94 Facilities personnel.

The incumbent manages the effective and timely administration of N9 NAF and APF facility renovation and construction projects from inception to completion and serves as the primary technical advisor to the Region and Installation FFR Program Directors on all matters related to the NAF and APF recapitalization program and construction projects.
-Participates in draft design-build Request for Proposals (RFP), reviews of project designs, and facilitates project planning meetings.
-Generates site approval request and provides input for APF project 1391 documentation.
-Serves as primary liaison and fosters positive working relationships with CNIC and CNRNW Navy Facilities (NAVFAC) and Public Works (PW) staff
supporting regional FFR projects.
-Identifies areas of special concern pertaining to the specific project, environmental impact, energy conservation, economic analysis, safety, physical handicap criteria, activity maintenance procedures and policies, site utility adequacy, connections and outages, etc.
-Coordinates technical and administrative requirements with local, state or other authorities when necessary, obtaining necessary approval actions.
-Reviews established regulations, codes, standards, schedules and priorities.
For direct contracted projects, meets with FFR region and installation project coordinators to develop a scope of work, facilitate the project coordinator's Capital Improvement Project (CIP) request submittal, and defines utility, environmental, work permits, safety, ADA compliance criteria, and other special concerns potentially affecting the project. Supports FFR installation and regional directors with the development of an Integrated Project List (IPL) supporting prioritization of N9 resourcing and submittals to CNIC.
-Works with CNIC NAF construction contract warrant personnel to research vendors and contractors, award contracts and monitor overall status of multiple projects.
-Makes field investigations during NAF construction involving difficult problems such as changes in design due to latent conditions and interfaces new work with existing structures and/or those under construction.
-Analyzes and interprets contract drawings and specifications within NAF level of authority to determine the extent of the contractor's responsibility under the provisions of the contract. Recommends solutions to controversial situations including those which are due to misinterpretation of contractual and engineering terms and provisions.
-Reviews and evaluates proposed change orders, recommending approval or disapproval. Prepares Government estimates used in negotiating cost of
approved changes.
Coordinates the development of conceptual design, and construction drawings which may include additions and renovations to existing structures and /or new construction such as child and youth centers, food service facilities, golf courses, athletic buildings and fields, and recreational buildings and sites. Work may include most of the following functions:
-Evaluates projects to determine the most appropriate, energy efficient, and economical systems to serve the facility.
-Makes field surveys to investigate existing equipment layout and conditions.
-Coordinates analysis and validation of structural requirements, calculations, utilities, and equipment required for each project.
-Prepares original designs, preliminary and final layout of civil projects, including size, capacity and economy.
-Prepares detailed cost estimates for use in obtaining project funding and bid evaluation.
Monitors construction, ensuring that that all aspects of the project are constructed in accordance with contract plans, specifications and appropriate building codes. Provides technical liaison as necessary with respect to the specifications or statement of work to assure all work performed is within the scope of the contract. Confers with the construction contractor and design engineer to resolve problems or latent conditions that may arise during construction. Based on the problem or condition, prepares sketches/change drawings and specifications for resolution. Incorporates change documents into contract performance documents. Ensures that changes in costs, quantity, scope, schedules, design, or any terms/conditions of the contract are coordinated or approved, as appropriate. Monitors the contract to assure the proper utilization of government funds. Makes recommendations of corrective/preventative measures as appropriate.
The incumbent serves as the staff advisor to N9 Regional Program Directors regarding projects within their program areas. Provides guidance for making changes as a result of reorganizations, expansions, realignments in the N9 mission, and broad instructions received from higher levels. Develops/selects techniques for measuring the efficiency of production activities and coordinates the function with other related activities, engineering functions, quality control, plant maintenance, safety, storage, etc.
A degree in facility planning, design, construction management or engineering is not required, but highly desirable.
