Help
  • You will conduct deliberate planning and provide guidance for the employment of naval forces pertaining to all operational commitments as may be directed.
  • You will prepare, brief and present OPLAN and CONPLAN reviews and briefs to the Commanders, Naval Forces Europe/Naval Forces Africa, SIXTH FLEET.
  • You will represent Commander, Naval Forces Europe and Commander, Naval Forces Africa at Geographic Combatant Command (GCC) (four-star) level conferences in the development of the Combatant Command's supporting plans.
  • You will maintain staff cognizance over and monitor, coordinate, and recommend policy for CNE-C6F support to the Combatant Command's planning efforts.
  • You will assign to directorates, and Boards, Bureau's, Centers, Cells, and Working Groups (B2C2WG MOC construct) the portions of CONPLANS/OPLANS pertinent to their sections.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:
1) Utilize knowledge of military and force deployment operations to coordinate strategic, operational and tactical planning and execution;
2) Review and provide briefs on operational, planning, policy, and contingency response matters to ensure timely, doctrinally accurate, and responsive decision making and effective contingency employment, training, exercise participation, and war gaming;
3) Develop and implement concept and operation plans, strategies and policies supporting military operational planning, training, execution, and force deployment operations;
4) Negotiate effectively with multiple commands and outside organizations to accept and implement recommendations affecting operation plans and missions.

Conditions of Employment

-The incumbent must be able to obtain a Top Secret/Special Compartmented Information (TS/SCI) security clearance.

-Test Designated Position: Due to the requirement to acquire and maintain a TS clearance, the incumbent is subject to pre-employment and random drug testing while assigned to this position.

-While not a requirement, JPME I is desired.

-Member must complete an annual physical for deployment eligibility onboard the Command Flagship. Frequent TAD is required by this position.

-This is a Mission Essential Position. A position may be designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, "Defense Continuity Plan Development," dated February 17, 2006, certified as current as of October 29, 2019, and any other component-unique policies or definitions. Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity. Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission. This position is not E-E, or Key.

-Overtime assignments may be required due to the complexity and sensitivity of a task.


WORK ENVIRONMENT:
Work is performed in an office setting or conference room. The office setting will be located at NSA Naples, Italy. As mission requirements dictate, the incumbent will also be assigned temporary duty within, as well as, outside the continental United States. Member may be deployed aboard a Command Flagship.

PHYSICAL DEMANDS:
The incumbent must have the ability to respond to quick demands on short notice and be in adequate physical condition to travel to domestic and worldwide localities in order to participate in conferences, seminars, site visits, and operational deployments. Operational may be onboard US naval vessels, to include the Command's Flagship.
