Duties

Help
  • You will manage postal operations for afloat and ashore units, ensuring compliance with USPS, DoD, and Navy regulations across the regional AOR.
  • You will conduct annual postal inspections and provide technical guidance to fleet postal officers and supply units.
  • You will oversee mail accountability, finance, operations, and equipment management using the Military Postal System.
  • You will develop training materials and conduct briefings for postal personnel to enhance operational efficiency.
  • You will collaborate with COMUSFLTFORCOM and NAVSUP to address postal issues and improve service delivery in overseas locations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing postal operations for fleet and shore units, providing advisory and inspection services. You must understand policies, IT systems, financial controls, and conduct training, inspections, and reports.

Conditions of Employment Cont

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Work requires some physical exertion specifically while conducting postal inspections. Long periods of sitting may be required while conducting audits of records, cash, and other accountable equipment and items. There may be some walking; standing; bending; and carrying of items (up to 70 pounds) while conducting inspections.

Incumbent may be subject to occasional travel of up to 25%. This may require walking, bending and climbing during visits to various Navy and commercial installations. During the course of this travel, industrial facilities may be visited or toured.

The work is typically performed in an adequately lighted and climate-controlled office. However, incumbent may be subject to discomfort by being exposed to excessive heat, cold, dust, vehicle exhaust and noise levels at Fleet Mail Centers, unit mail rooms, onboard ships when conducting visits and reviewing work performed. Observances of safety precautions are required. Some work will be performed outdoors during the inspections of delivery and pickup services in a government motor vehicle. The incumbent is required to drive in all types of traffic. Dock operations involve exposure to the possibility of accidents. Requires being outdoors during all weather conditions. Could be exposed to bomb threats and biological agents threats. Could be required to wear special clothing to meet these threats. Required to wear safety shoes.

This PD may be used as the full performance level position description depending on mission and organizational requirements. However, the GS-11 "MAY" bridge to the GS-12 subject to supervisory and organizational requirements. This is no promise of promotion. Eligible incumbents have the opportunity to compete for higher graded postal positions that may become available.

This position is designated as a Mission-Essential position. This is defined as an employee who may be activated to maintain continuity of Government Operations during emergencies involving national security, a natural disaster, extended emergencies, or other unique situations such as snow emergency days, severe weather conditions, holidays, increased security periods, national emergency or other dismissal or closure situations.

Incumbent "may" be coded as "key" and as such may be required be removed from their military recall status. A signed statement of understand required.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
