The incumbent's responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conductive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within Services in RSD constituent branches that reflect the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbents essential purpose and focus of main effort.

Under the supervision of the Deputy Director (Retail and Services Division) serves as the senior subject matter expert for Services which include personal services and vending programs. Responsible for developing Services long-range business strategies and goals; ensuring the development of implementation of operating standards, policies, and procedures for direct and indirect operations; identifying new personal services or business opportunities; including recommendation of business divestment or modification as needed. Reviews the performance of each individual activity in relation to published standards and initiates corrective action as necessary; ensures policy and procedural compliance; measures operation performance and corrects failing strategies. Responsible for all financial aspects of Services, including the development, administration, and execution of the operating and capital budgets. Through subordinate managers, resolves the financial, personal, and operational challenges that impact the effective delivery of Services programs. Assigns work requirements and provides technical guidance and supervision to the division. Represents Services to members of the community, other organizations, and other commands on matters concerning Services projects and programs. Sets priorities and establishes methods and time frames for accomplishment of Services projects.

Qualifications

Bachelor's Degree from an accredited college or university in business management or a related field appropriate to the work of position AND Three years of experience in services businesses, retail businesses, or administrative/general operations, which demonstrates possession of management principles in planning, coordinating and attaining the goals and financial objective of a large customer-oriented organization OR An appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.

A thorough knowledge of business practices, economic principles and ability to analyze trends/developments and make improvements in operating programs through innovative marketing, personnel management and business skills. Ability to communicate effectively orally and in writing, and to negotiate with various levels of business representatives, customers, etc.
Incumbent is required to work evenings, weekends and holidays as the program demands. Works both outdoors and indoors. This is a white-collar position where occasional lifting up to 20 pounds may be required. Ability to successfully complete and obtain/maintain a favorable background investigation.
